Associate Professor Goh is Assistant Dean at the College of Design and Engineering (CDE), National University of Singapore (NUS) and the Director of the Centre for Project and Facilities Management, NUS Department of the Built Environment (DBE). He concurrently leads the Safety and Resilience Research Unit (SaRRU) in the Centre. He was the Dean's Chair of CDE from 2020-2023. Dr. Goh was the Deputy Head (Research) in DBE, NUS and an NUS Institution Review Board member. His expertise are in Workplace Safety and Health (WSH), project management, and risk management. He worked as a senior consultant in the oil and gas industry, Assistant Director (Investigations) at the Singapore Ministry of Manpower, and Senior Lecturer at Curtin University in Western Australia. He held numerous voluntary or honorary positions including Council Member of the Institution of Engineers Singapore (IES) (2015-2017), Chairman of the IES Health and Safety Engineering Technical Committee (2015-2018), Honorary Researcher of the Singapore Workplace Safety and Health Institute (2014-2017), Member of the 2nd and 3rd External Review Panel for SAF Safety (ERPSS) (2017-current), and member of the Outdoor Adventure Education Council (2022-current). He participates actively in WSH standards committees and workgroups in Singapore and had consulted as an expert witness for WSH-related litigation processes. He had also provided advice on Myanmar’s WSH legislation through IALI and ILO.
As the Managing Director of SMRT TEL, Shahrin is overall in charge of Singapore’s latest MRT Line that, upon full completion, will enhance the mobility of over 1 million passengers per day from the North-South corridor to the East of Singapore: resulting in faster access to the city. Shahrin is also the Chairman of WSH Committee for SMRT TEL.
Concurrently, as the Senior VP of Strategic Relations, Shahrin is part of several international projects including the Singapore-JB MRT system which will link both countries via a modern and technologically advanced rail system. He is the technical advisor to the Board of Directors of RTSO; the joint venture company between SMRT Singapore and Prasarana Malaysia.
Shahrin represents Singapore as the Vice President of the International Public Transport Association (UITP) in the Asia Pacific Executive Committee. He is the immediate past Chairman, after serving the full 4-year mandate, of UITP Asia Pacific Urban Rail Committee which comprises of members from over 20 countries.

Pooba is a Regional Risk Consultant based in Singapore with 30 years of practical experience in risk/ insurance. Pooba is a professional engineer and operates under “Talent Asia Training & Consulting” of Singapore. He specialises in the insurance space with a special focus on engineering/property insurance and risk management aspects. Pooba is a regular lecturer at the Singapore College of Insurance (SCI), Building Construction Authority Academy( BCAA), The Institution of Engineer of Singapore (IES) and the Malaysian Insurance Institute (MII). He is also the Author of a MII publication entitled, “Engineering Insurance.” Besides training, Pooba also undertakes property/engineering risk surveys and provides consultancy services to various clients in Singapore and in the following regions: Asia, Middle East & Africa.
Zephan has extensive working experience as an occupational health, safety and environmental consultant to various industries and public organizations in Singapore and the region. He has provided consultancy support in the development of and implementation of safety and health and environmental management systems, risk assessment and management. He is an ACTA certified WSH trainer and developer and has developed and taught a range of Ministry of Manpower accredited courses including bizSAFE.
He contextualised and now teaches Occupational Health and Safety for the University of Western Australia in Singapore and has served as an associate lecturer with the University of Newcastle in the BEnvOHS degree.
